Construction lead generation, for a B2B seller, is finding and reaching general contractors, subcontractors, developers and construction firms as buyers of software, equipment, materials, insurance and services. The sector's contact data is unusual because so many contractors run on freemail or an ISP mailbox rather than a company domain: in the BounceZero corpus, freemail on B2B lists ran 17.6% invalid, and ISP domains common among tradespeople such as att.net returned unknown 26.4% of the time and sbcglobal.net 36.3%.
Construction buying is split by firm size. At a general contractor or developer, the buyer is an estimator, project manager, operations director or owner, on a company domain. At a subcontractor or trade business, the buyer is the owner, often on Gmail, Outlook.com or an ISP address, with a phone number that matters more than the email.
Lead lists in the sector therefore mix two kinds of address with opposite behaviour. Company domains return unknown a quarter of the time because of gateways. Freemail returns almost no unknowns but a higher invalid rate from abandoned mailboxes. A list that does not record which is which cannot be planned.
Public permit and licensing data gives construction a qualification layer most sectors lack: you can see who is building what, and who is licensed to.

A subcontractor reads texts and answers the phone from a van. Email to a freemail address is a door-opener for a call, not the channel that closes. Keep the phone in the row and verify it is live.
A permit pulled this month is worth more than any firmographic. Lists built from permit data and verified the same week outperform static lists by a wide margin.
Trades are unreachable at peak season and free in the shoulder months. Re-verify and send before the season, not during it.
Small construction firms close and reform under new names. A freemail address can outlive the business. The licensing board record tells you whether the firm is still active; the address does not.
By trade, region and project value. The licence status confirms the firm is active.

Start from permit and licensing data for active firms by trade and region, attach the owner or estimator with the right channel, verify the list and split it by address type: confirmed freemail to email, ISP and unknown rows to phone, company-domain contacts to email and LinkedIn. Send before the season and follow up by phone.

Phone for trades and small subcontractors, who work from a vehicle and read texts. Email for general contractors, developers and office-based roles. Most campaigns use email to open and phone to close, which is why the phone number and the address type belong in every row.
A construction firm is a business, so legitimate-interest B2B email with a named source and an opt-out applies in the UK and EU, and CAN-SPAM in the US.
