Unknown means the gateway refused the verification probe, not that the address is dead. In Germany one ISP gateway drives most of it. A German manufacturing list verified by a tool that reports no unknowns has had 40% of its rows guessed. Full cuts: benchmarks.
For a German or Belgian list, email alone reaches roughly half the accounts you can confirm. The other half is not lost; it needs a different channel. Plan phone, LinkedIn and trade-fair meetings for the unconfirmed slice from the start, rather than discovering after the send that the sequence stopped at 60% of the list.
Italian lists are the opposite: 1.3% invalid and 64% confirmed, among the cleanest in the corpus, because Italian ISP and company domains answer probes. The Netherlands sits between, with few unknowns but 21.9% invalid, so Dutch lists need cleaning rather than a second channel.
This is why a manufacturing campaign should be designed per country, not per list. The same tool, the same message and the same list format produce three different reach profiles across the Rhine.
The directory and certification data do the heavy lifting. A company without the relevant ISO or AS standard, or outside the material and process you serve, is not a lead whatever the title.
New plant or line announcements, capex in annual reports, tender awards, trade-fair exhibiting, job postings for process engineers. Each is a dated event; log it against the account.
Verified valid goes to email. Unknown goes to phone and LinkedIn. Invalid is replaced through the finder. A great-fit account with only unconfirmed addresses still gets worked, by a different route.

German domains returned unknown 41.2% of the time in the 2026 corpus because the dominant mail gateway refuses verification probes. Those addresses are unconfirmed, not invalid. A tool that reports no unknowns on a German list has guessed on four rows in ten. Plan phone and LinkedIn for that slice.

Germany applies UWG rules that are stricter than most of the EU: unsolicited B2B email generally needs prior consent or a presumed interest that is hard to show.
