Spam complaint rate is the share of delivered emails that recipients report as spam by pressing the junk button, as measured by the mailbox provider. Since February 2024 Google and Yahoo require bulk senders to stay under 0.3%, with 0.1% as the level that avoids any filtering, and Microsoft applies similar thresholds. Complaints come from relevance and frequency rather than data validity, but they interact: a sender throttled for bounces is already under scrutiny when the first complaints arrive.
Google Postmaster reports the spam rate per domain daily; it needs a minimum volume to show data. Feedback loops from other providers return individual complaints to the sender, which must be suppressed immediately. One complaint per thousand delivered is the line.

A second campaign to a scraped list of 8,000 draws 41, 0.5%, and Google begins filtering the domain. The scraped list also carried 23% role addresses, which complain at several times the rate of named contacts.
